Katy is one of the best examples of why a Houston-area buyer should not rely on the city name shown in a listing alone. 'Katy' can refer to the incorporated City of Katy or to a much larger Greater Katy area that stretches across multiple jurisdictions and counties.
City of Katy vs. Greater Katy
The incorporated City of Katy is its own municipality. The broader Katy market extends well beyond the city limits into parts of Harris, Fort Bend and Waller counties. That difference can affect taxes, municipal services, utilities, schools, floodplain review, development rules and emergency services.
Katy Tomorrow 2040
The City of Katy's adopted 2040 Comprehensive Plan addresses growth capacity, future land use, transportation, economic development, recreation and implementation. The City notes that the plan guides long-term growth and its ETJ but is not itself a zoning ordinance.

Development is not one uniform market
The City maintains planned development districts and development information for projects such as Katy Boardwalk, Katy Main Street, Katy Mills, Cane Island and other planned areas. Outside the city limits, buyers may instead be dealing with county, MUD, HOA and master-planned-community rules.
Transportation and county boundaries matter
Katy's long-range transportation planning interacts with Harris, Fort Bend and Waller counties, the Houston-Galveston Area Council and TxDOT. A short map distance can produce a very different commute depending on Interstate 10, the Grand Parkway, local arterials and nearby construction.

How do the HOA rules and community development standards affect the property?
New construction requires builder-level comparison
Katy-area new construction spans many communities and builders. Compare the builder, phase, incentives, tax districts, HOA obligations, lot premiums, warranty structure, commute and surrounding future land use—not only the base price.
